一、全省被拖欠工程款和农民工工资概况 截止到2002年底,全省建筑企业累计被拖欠工程款281亿元,占当年建筑业总产值的12%。有2520家施工企业被不同程度的拖欠,占有资质企业总数的50％。其中被拖欠1000万元以上的有526家,拖欠额为221亿元。从被拖欠工程款的分布来看:政府投资工程(不含部分国有投资公司项目)39亿元,占14％;房地产企业拖欠138亿元,占49％;其他项目104亿

There are 2,520 construction companies that are owed to different degrees, accounting for 50% of the total number of qualified companies. Of these, 526 were owed more than 10 million yuan, and the amount of arrears was 22.1 billion yuan. From the perspective of the arrears of construction funds, the government investment project (excluding some state-owned investment company projects) was 3.9 billion yuan, accounting for 14%; real estate enterprises owed 13.8 billion yuan, accounting for 49%; other projects were 10.4 billion yuan.
