党的“十五大”报告确立了非公有制经济在市场经济发展中的地位和作用。加快发展个体、私营等非公有制经济,对于调整和完善经济结构、扩大就业门路、发展国民经济、实现“兴市富民”战略等具有十分重要的意义。因此,必须从战略的高度,切实提高对发展非公有制经济的思想认识,积极探索非公有制经济发展的有效途径,正确把握发展规律,通过鼓励、引导,促使其更快发展,为余姚市经济和社会事业的全面进步发挥出积极的作用。
