2006年10月25日在北京召开的全国人才市场改革与发展研讨会首次对政府所属的人才服务机构做出明确的职能定位,即承担政府人事人才社会公共服务职能的事业单位、政府人事部门向社会提供公共服务的载体。为了进一步推进政府所属人才服务机构的改革与完善,本刊特邀辽宁省人事厅副厅长陈守力、四川省人事厅人才流动处处长乐欣,请他们就明确职能定位和积极解决公共服务财政投入的话题畅谈做法与体会。
