南水北调是优化我国水资源的特大型跨流域调水工程,国家决策谨慎,南水北调的构想最早提出来的是具有博大胸襟的毛泽东。1951年毛泽东视察黄河,脑中立即浮现出一幅宏图:“南方水多,北方水少,如有可能,借一点来是可以的。” 1957年2月,毛泽东视察长江,毛泽东又提起南水北调。虽然毛泽东没有指明是从长江调水,还是从黄河调水,但调水意向很明确。1958年8月,中央北戴河会议上,南水北调的名称正式提出,规划从长江调水,跨过黄河,送水到北方缺水地区。但南水北调毕竟不是一般的
The South-to-North Water Diversion Project is a very large-scale inter-basin water diversion project that optimizes the water resources in our country. The state made cautious decisions. The concept of South-to-North Water Diversion was first put forward by Mao Zedong with a broad mind. In 1951, when Mao Zedong inspected the Yellow River, he immediately came out with an ambitious vision: “In the south, there is less water in the north and less water is available if possible.” In February 1957, Mao Zedong inspected the Yangtze River and Mao Zedong again raised the South-to-North Water Diversion. Although Mao Zedong did not specify whether to divert water from the Yangtze River or divert water from the Yellow River, the intent of water diversion was very clear. In August 1958, at the Beidaihe meeting of the Central Government, the name of the South-to-North Water Diversion Project was formally put forward. It was planned to divert water from the Yangtze River and cross the Yellow River to send water to the northern water-scarce regions. However, after all, the South-North Water Diversion is not normal
