发布、印发、转发是公文标题中常用的术语,对它们的用法现在还缺乏规范.例如《湖北省人民政府印发<国务院关于发给离休退休人员生活补贴费的通知>的通知》和《湖北省财政厅关于转发<财政部关于节减行政经费几项具体措施的通知>的通知》,这两个文件都是下发上级的“通知”,但前者用“印发”,后者用“转发”.又如《国务院办公厅关于发布<国家行政机关公文处理办法>的通知》和《湖北省人民政府关于印发<湖北省乡(镇)财政管理实施办法>的通知》,都是下发本机关拟制的法规性文件,但前者用“发布”,后者用“印发”.象这样的随意性是应该避免的.为了公文处理的规范化、科学化,维护公文的严肃性,笔者谈点意见和建议,请大家考虑、指正.
For example, the Notice of the Hubei Provincial People’s Government on Issuing the Notice of the State Council on Subsidy for Living Subsidies for Retired Retired Persons issued by the State Council and the Notice of Hubei Provincial Government on Issuing, Issuing and Forwarding are common terms used in the official document headings and their usage is still lacking. Notice of the Ministry of Finance on Forwarding the “Notice of the Ministry of Finance on Several Specific Measures to Reduce Administrative Expenses”, both of which are issued “notices” by superiors, but the former use “issuance” and the latter “forward”. Another example is the Notice of the General Office of the State Council on Issuing the Measures for Handling Official Documents of State Administrative Organs and the Notice of Hubei Provincial People’s Government on Printing and Distributing the Measures for the Implementation of Financial Administration in Townships and Towns of Hubei Province, System of regulatory documents, but the former with “release”, the latter with “printing.” Such arbitrariness should be avoided.In order to standardize the document processing, scientific, maintain the solemnity of the document, the author comments on the point and Suggestions, please consider, correct.
