我国入世后由于配额的取消使纺织品出口明显增加,这导致了美国欧盟等国纷纷对我国出口的纺织品设限,贸易摩擦日益凸现。在此背景下,本文试图从福利分析的角度来论证实施自愿出口限制对出口国和进口国的市场均衡和福利的影响。在分析时本文选取包含两个进出口大国的基本模型,并对此模型作进一步的扩展,研究中国和美国等国在实施自愿出口限制的情况下,各国市场的均衡变化,生产者、消费者和各国福利的变化,并提出相应的政策建议。
After China’s accession to the WTO, the export of textiles has obviously increased due to the elimination of quotas. This has led to the United States, EU and other countries setting restrictions on the export of textiles in China one after another, and trade frictions have become increasingly prominent. In this context, this article attempts to demonstrate from the perspective of welfare analysis the impact of the imposition of voluntary export restrictions on the market equilibrium and welfare of exporting and importing countries. In the analysis, this paper chooses the basic model which contains two big import and export countries, and further expands this model to study the equilibrium changes in the markets of different countries when China and the United States and other countries implement the voluntary export restrictions. The producers and consumers And changes in the welfare of all countries, and put forward corresponding policy recommendations.
