党的十三大报告指出,政治体制改革的关键是党政分开.近几年,高校领导体制改革作为政治体制改革的一个内容也先后实行了党政分开.相应地,在系一级也实行了党政职能的分开.党政分开,加强了党的领导,增强了思想政治工作的针对性,同时也进一步明确了系行政的工作责任,扩大了行政事务的自主权,但也给我们提出了新的课题,即系科职能分开之后两者是一种什么关系,怎样处理好两者的关系?就此笔者想结合工作实际,谈一点认识.
