先秦儒家提出了“使老有所终”的主张,孟子也道出了“老吾老以及人之老,幼吾幼以及人之幼”的思想。目前,我国是世界上唯一老年人口过亿的国家,面对人口老龄化的挑战,如何让老年人老有所依、老有所养成为社会焦点问题。从虐老事件、恶性伤害事件,到养老院火灾事故,频频发生的惨剧,无不说明当前社会化养老的安全问题亟待解决。作为国家级服务业标准化示范单位,北京市第一社会福利院(以下简称“一福”)通过多年的工作经验深刻的体会到,实施标准化建设,对于确保老年人安全、保障为老服务质量至关重要。
