工资制度如何体现行业特点?这是煤炭工业劳动工资专业人员长期以来致力于解决的一个老课题,在以往的历次改革中也为此做了很多努力。例如:1956年改革的“小步快跑”构想;1985年改革的工资标准“菱形设计”等。但执行的结果却不理想,工资关系倒置(煤矿职工平均工资低于一般产业部门,采掘工人标准工资低于辅助工人)成了始终困扰我们的老大难问题。究其原因,政策与经济环境变化是一个方面,另一方面则是制度设计囿于统一性的框框,没有从行业特点上取得突破。
How is the wage system embodying the characteristics of the industry? This is an old topic that the labor professional in the coal industry has been working to solve for a long time. Much effort has been made in the past reforms. For example: 1956 reform “small run” concept; wage reform in 1985 “diamond design” and so on. However, the result of the implementation was not satisfactory. The wage imbalance (the average wage of coal miners was lower than that of the general industrial sector and the standard wage of mining workers was lower than that of the auxiliary workers) became the most persistent problem that plagued us all the time. The reason, the policy and economic environment changes is one aspect, on the other hand is the system design in the unity of the framework, did not make a breakthrough from the industry characteristics.
