我廳自一九四九年起即在中等教育科中設置了視察研究組,編制四人,設組長一人。視察員都是由中學教導主任與業務、政治水平較高的骨幹教師中選調的。在三年來的摸索學習中,對視察工作有如下幾點體會: 一、视察工作必须依据省中等教育計劃的具體要求來確定視察任務並訂出周密的计划。視察工作是為了解教育方針、政策的實際執行情况,研究問题、總結經驗,以保證其切實貫徹。因此,没有計劃或計劃得不周密,方向、步驟不清,就不能有效地、全面地推動工作。如我們在一九五三年上半年根據省中等教育計劃的要求,有步驟地檢查、研究了學生健康狀况與學生知識質量中存在的問題並及時傳播了這方面的經驗,對中等教育計劃的貫徹起了有力的推動作用。相反,一九五二年下半年雖也緊緊圍繞「鞏固思想改造成果,提高教學質量」的中心任務作了一些工作,也取得了成績,但因事先沒有計劃,做
