随着基础教育课程改革的深入和基础教育信息化的推进，中小学新课程网络资源的建设已成为目前重要工作之一。教师需要的是多样化、多层次、针对性强、实用性强的教学资源。目前各种基础教育网站提供的教学资源还远远未达到教育教学的要求。新课程网络资源的开发是集教育、技术、艺术于一体的综合性创造性活动。
