黑河是对俄贸易的桥头堡,是沿边开放带的重要口岸,其对俄贸易的影响因素对于沿边开放带对俄贸易的创新模式研究具有很强的代表性意义。本文通过灰色理论GM模型分析,得出影响黑河对俄进出口贸易的重要因素是制度和黑河地区的经济发展水平。从黑河的实际看,要获得对俄贸易的长足发展,应从制度创新和增强自身经济实力入手,充分发挥边境地区政府的作用,加强中俄两国地方政府之间的沟通协调,切实解决双方在合作过程中存在的意识形态、资金实力、合作机制和金融服务便利化等方面的问题,从而形成贸易增长与城市整体经济实力相互促进的良性循环。
The Heihe River is a bridgehead for Russia’s trade and an important port along the open belt along the border. Its influential factors on Russia’s trade are very representative of the study on the innovative model of trade with Russia along the border belt. Through the analysis of gray theory GM model, this paper draws an important factor that influences the import and export trade of Heihe to Russia is the system and the level of economic development in Heihe. From the reality of Heihe, in order to obtain the rapid development of trade with Russia, we should start from the innovation of system and enhance our own economic strength, give full play to the role of government in border areas, strengthen the communication and coordination between local governments of China and Russia, The ideology, financial strength, cooperation mechanism and facilitation of financial services that exist in the process of cooperation, thus forming a virtuous circle of mutual promotion of trade growth and overall urban economic strength.
