核心提示目前,各地都有非政府的儿童福利机构在自发地利用非政府资源来养护失去父母照顾的孤儿。根据现行政策,绝大多数非政府儿童福利机构不能合法注册登记。同时,由于国家无力养护这么多的孤儿,各地政府都不可能关闭这些非政府儿童福利机构。在这种条件下,政府对非政府儿童福利机构很难行使必要的监督、管理和支持,非政府儿童福利机构也很难生存或有大的发展。
At the moment, non-governmental child welfare agencies are everywhere in the spontaneous use of non-governmental resources to protect orphans without parental care. Under the current policy, the vast majority of non-government child welfare agencies can not legally register. At the same time, it is impossible for governments everywhere to shut down these non-government child welfare agencies because of the inability of the state to protect so many orphans. Under such conditions, it is very difficult for the government to exercise the necessary supervision, management and support for non-governmental child welfare agencies. It is also very difficult for non-governmental child welfare agencies to survive or to develop greatly.
