东、西辽河自福德店汇流后成为辽河干流,属辽河流域的中下游河段,纵贯辽宁省中部平原区。这里人口密集,城市集中,工农业生产发达,物产丰富,政治经济地位十分重要。辽河中下游历史上洪涝灾害频繁。在1776～1975年的200年内,共发生水灾94次,平均2.1年一次。其中较大水灾37次,平均5.4年一次,受灾面积大,损失严重。解放后的1960年,太子河大水,使本溪、辽阳和鞍山地区遭受严重损失,仅本溪市水灾直接损失就达3亿元。
