针对村庄和集镇规划建设用地指标标准缺失的现况,文章采用定性分析与定量研究相结合的方法,提出了欠发达区域村镇建设用地指标体系的具体内容,并以此为基础,重构了依经济社会发展和人口规模双因素控制的村镇建设用地的技术指标,实现了由静态标准向动念标准的转变和突破。该指标体系解决了村镇建设用地无技术指标的状况,也为从事村镇规划编研人员提供了理论的借鉴及实践的指引。
Aiming at the current situation that the index standards of land for planning and construction in villages and market towns are absent, this paper puts forward the specific content of index system of land for construction in villages and towns in underdeveloped regions through the methods of qualitative analysis and quantitative research. Based on this, Economic and social development and the size of the population controlled by two factors of rural construction land technical indicators to achieve the static standard to move the standard of change and breakthrough. The index system to solve the situation of non-technical indicators of land for construction of villages and towns, but also for the editorial staff engaged in village and town planning provides a theoretical reference and practice guidelines.
