现代管理科学认为,地方发展需要四大资源:人力资源、经济资源、物质资源和信息资源。在这四大资源中,人力资源是最重要的资源。一个地方拥有优质的、足量的人力资源,这个地方就一定能兴旺发达。通过人力资源有效、合理地开发,这个地区就能蓬勃发展、活力无限。一、阿拉尔市人力资源层次结构分析农一师阿拉尔市地处祖国西北边陲南疆,它偏远的地域位置决定了农一师不可能拥有优质的、足量的人力资源。就目前的人力资源来说,它既不能和内地发达城市比,甚至也比不过农八师石河子市和农六师五家渠市。本文现把农一师阿拉尔市人力资源划分为五个层面表述如下:
