我国长期以来对农村食品安全监管的忽视。导致农村成为食品安全的薄弱环节。为推动监管力量下沉,《食品安全法(送审稿)》提出在乡镇设立食品安全监管派出机构,确定其与乡镇政府的责任分工,然而,若要有效扭转农村食品安全状况,未来尚须在立法上进一步细化派出机构的职能权限,探索适合农村地区的新的监管工具。
