《机关档案室工作通则》第二十条规定:“管理档案的人员调动时,必须在离职前将他所保管的档案的数量和状况交代清楚,并办理交接手续。”《县档案馆工作通则》亦作了类似规定。但是,有些机关和档案馆,却没有严格执行这一规定。达些单位的档案干部调动时,往往没有办理清移交手续,将柜子的钥匙留下,一走了事,造成了很不好的后果。由于手续不清,容易丢失文件,而且责任不明。
