伴随着经济社会的快速发展和改革开放的深入推进,党的十八届四中全会提出了依法治国、建设社会主义法治国家的基本方略。在新常态下建设法治国家的重要途径需要在以人为本的理念下建设法治政府。讨论以人为本对法治政府的重要作用,并在建设法治政府的过程中提出坚持以人为本,强化政府职能,以期为实现依法治国提供政治保障。
With the rapid economic and social development and the deepening of reform and opening up, the Fourth Plenary Session of the 18th CPC Central Committee put forward the basic strategy of governing the country according to law and building a socialist country ruled by law. Under the new normal, an important way to build a country under the rule of law needs to build a government under the rule of law based on the people-oriented concept. This article discusses the important function of people-oriented to the government under the rule of law and proposes to adhere to the principle of putting people first and strengthening government functions in the process of building a government ruled by law so as to provide political guarantee for the rule of law.
