什么是中国经济的“新常态”?《经济运行呈现新特征》一文指出,“进入新常态,增长速度换挡期、结构调整阵痛期、前期刺激政策消化期”三期“叠加,各种矛盾和问题相互交织。”各种矛盾和问题相互交织的结果是,截至今年二季度,中国经济增速已连续八个季度在7.4%至7.8%的区间窄幅波动。“从速度层面看,经济增速换挡回落、从过去10%左右的高速增长转为7%~8%的中高速增长是新常态的最基本特征。”国家发改委副秘书长王一鸣说。
