中国目前正在以非常积极的态度应对气候变化带来的挑战,而其中碳排放市场的建立是国家低碳发展的重要一环。目前中国只是在一些省市设立了试点来推进该碳排放交易市场的建立,无论是理论研究还是实践能力都与美国欧盟等国家存在显著的差距。本文从碳排放交易市场的相关理论出发,分析了中国在碳排放市场构建过程所面临的挑战,从制度法规的顶层设计以及企业的政策响应两个方面,详细论述了潜在问题并指出未来理论研究所需要加强的内容。并指出只有顶层设计和企业个体形成良性互动,才能保证碳排放交易市场发挥自己的作用。
China is now facing the challenge of climate change with a very positive attitude. The establishment of a carbon market is an important part of the country’s low-carbon development. At present, China has only set up pilots in some provinces and cities to promote the establishment of the carbon trading market. Both theoretical research and practical ability have significant gaps with the United States and the European Union. Based on the theory of carbon emissions trading market, this paper analyzes the challenges that China faces in the process of building a carbon market. From the perspective of the top-level design of the laws and regulations and the policy response of the enterprises, this paper elaborates the potential problems in detail and points out the future theoretical research Need to strengthen the content. And pointed out that only the top-level design and business entities to form a positive interaction in order to ensure that the carbon emissions trading market to play its own role.
