为合理评价中国各省级行政区小水电开发利用潜力,基于指标体系的原则,经专家咨询建立了中国大陆地区小水电开发利用潜力评价指标体系,根据小水电开发利用对象与开发利用条件的协调性,采用基于加速遗传算法的模糊层次分析法和乘法加权综合评价法建立了中国大陆地区小水电开发利用潜力评价模型。在中国大陆地区31个省级行政区小水电开发利用潜力评价的应用结果表明,这些省级行政区中强潜力、较强潜力、一般潜力、弱潜力4组区域的小水电资源可开发量分别占全国的42.9%、52.9%、4.0%和0.2%;在强潜力、较强潜力组这18个省级行政区中属西部地区的达11个,小水电资源可开发量占全国的95.8%,深入开发这些地区的小水电,对发展地区经济、实施小水电代柴工程、保护和改善生态环境具有重要意义。
In order to rationally evaluate the potential of small hydropower development and utilization in all provincial administrative regions in China and based on the principle of indicator system, an evaluation index system for the potential of development and utilization of small hydropower in mainland China was established through consultation with experts. According to the coordination between the object of development and utilization of small hydropower stations and the conditions of development and utilization, , The fuzzy AHP and multiply weighted synthetic evaluation method based on accelerated genetic algorithm were used to establish the potential evaluation model for the development and utilization of SHP in the Chinese mainland. The application of the evaluation of the potential of small hydropower development and utilization in 31 provincial administrative regions in mainland China shows that the development potential of small hydropower resources in the four regions with medium to strong potential, high potential, general potential and weak potential in these provincial administrative regions respectively occupy the entire country 42.9%, 52.9%, 4.0% and 0.2% of the total. Among the 18 provinces with strong potentiality and strong potential, 11 are among the 18 western provinces and the exploitable amount of small hydropower resources accounts for 95.8% of the national total. Small hydropower in these areas is of great significance to the development of regional economy, the implementation of substituting for small hydropower projects and the protection and improvement of the ecological environment.
