President Xi Voices Support for Global Climate Governance
Chinese President Xi Jinping on December 12, 2020, urged the international community to pursue a new approach to climate governance that highlights green recovery and pledged China’s further commitment for 2030 to tackling the global climate challenge at the virtual Climate Ambition Summit.
Hailing the extensive international support to and participation in the implementation of the Paris Agreement on climate change since its adoption in 2015, Xi said the international landscape is evolving more rapidly, and COVID-19 is triggering deep reflection on the relationship between man and nature.
When talking about how the future of global climate governance is drawing greater attention, Xi made the following three proposals. First, all parties need to close ranks and make new advances in climate governance that feature win-win cooperation. Second, there is a need to raise ambition and foster a new architecture of climate governance where every party does its part. Third, all parties should boost confidence and pursue a new approach to climate governance that highlights green recovery.
Xi also announced China’s extended commitment for 2030 to tackling the global climate challenge: China will lower its carbon dioxide emissions per unit of GDP by over 65 percent from the 2005 level, increase the share of non-fossil fuels in primary energy consumption to around 25 percent, increase the forest stock volume by six billion cubic meters from the 2005 level, and raise its total installed capacity of wind and solar power to over 1.2 billion kilowatts.
The summit, which aims to make new commitments to tackling climate change and delivering on the Paris Agreement, was co-convened by the United Nations (UN), the United Kingdom, and France, and in partnership with Chile and Italy.
Li Keqiang Meets with IMF Managing Director Kristalina Georgieva
On December 8, 2020, Premier Li Keqiang met with Managing Director of the International Monetary Fund (IMF) Kristalina Georgieva via video link.
Li said that recently he held the fifth "1+6" Roundtable with Madam Kristalina Georgieva and leaders of major international economic institutions. All parties articulated their commitment to upholding multilateralism and tackling global challenges together. The IMF has played an important role in promoting free trade and world economic development. Expressing hopes that the IMF will continue to work toward multilateral consensus, Li said that China, as the largest developing country, will make its due contribution to it.

Li pointed out that China stands a good chance to register positive economic growth in 2020. He indicated that China will maintain the continuity, stability, and sustainability of macro policies.
Georgieva said that the IMF appreciates China’s significant role in trade, world economic recovery, poverty alleviation, and low carbon growth. The IMF is ready to strengthen its cooperation with China to uphold multilateralism, provide impetus for boosting global trade, and further enhance the momentum of world economic recovery.
Wang Yi Addresses the Special Session of the UN General Assembly
On December 3, 2020, Special Representative of President Xi Jinping and Foreign Minister of China Wang Yi delivered a speech titled “Reinforce Global Cooperation with Renewed Solidarity to Defeat COVID-19” at the special session of the UN General Assembly in response to the COVID-19 pandemic via video link.
Wang pointed out that countries need to act decisively to contain the spread of the virus. He indicated that it is important to fully leverage science and technology to strengthen epidemic monitoring and early warning, patient tracing and testing, treatment and quarantine, and information sharing; and to promote a collective response around the world so as to curb cross-border spread of the virus.
Wang also emphasized the need to enhance solidarity and cooperation, coordinate COVID-19 control and economic and social development, and increase support to developing countries. He said that defeating the pandemic requires concerted efforts from all countries. Public health security should be made a priority on the international agenda, accompanied by efforts to improve the governance system for public health security and strengthen emergency response capacity.
Wang indicated that China has put the people and their lives above everything else in its COVID-19 response from the beginning. China has taken the most comprehensive, rigorous, and thorough measures, and established a mechanism to coordinate medium- to long-term efforts on epidemic control and economic and social development. China has also launched the largest-ever global humanitarian campaign in the history of the People’s Republic of China, engaged in the most intensive virtual exchanges, and stepped up to its responsibility as the largest supplier of anti-epidemic materials.
