武警部队基层从事副业生产由来已久,已为提高武警部队自我补助能力,改善中队官兵生活水平起了举足轻重的作用。在新的形势下,社会平均水平不断提高,而部队伙食费增加不足,造成部队实际生活水平相对下降。因此,在建立社会主义市场经济体制的过程中和受市场物价经济波动的影响,为了保证部队在物价变动中生活水平不降低,并随人民群众生活水平的提高而改善,农副生产必须向高层次发展,生产出充足的高质量的农副产品,满足部队所需,有效地保障部队战斗力的提高。
