搞好国营企业,关系到国民经济的兴衰,关系到体制改革的深化。中央和上海颁布了一系列搞好国营企业、完善经营机制的政策,并提出了各种改革试点的模式。经市经委、财政局等批准,上海协昌缝纫机厂从1991年11月份开始实行税利分流、税后还贷、劳动制度配套改革试点。 我们在申请改革试点的实践中,深感如何结合企业实际,选择合适的模式,是个极其重要的问题。
Doing a good job in state-owned enterprises has a bearing on the rise and fall of the national economy and on the deepening of the system reform. The Central Government and Shanghai have promulgated a series of policies on improving the state-owned enterprises and perfecting the operating mechanism and have proposed various modes of reform pilot projects. Approved by the Municipal Economic Commission, the Finance Bureau and other approvals, Shanghai Xiechang Sewing Machine Factory started the experiment of diversion of taxes and profits, repayments after tax and reform of the labor system from November 1991. In the practice of applying for a reform pilot, we feel that it is an extremely important issue to feel how to choose the right model in combination with the reality of the enterprise.
