水局,曾是天津杨柳青镇二百年前民间兴办的一种社会消防组织。明朝永乐年问,南北大运河开通后,杨柳青成为南北货运交流的集散地,各类店铺、货栈、酒店、茶楼鳞次栉比,相互毗连,形成沿河各长1.5公里的南北三条长街。当年,杨柳青的房屋均是砖木芦苇结构,而且取暖做饭都用柴草,夜晚照明用的是油灯、蜡烛,极易发生火灾。时常一家不慎,火烧四邻,殃及多宅,以至当年有“时时防火,夜夜防贼”的谚语。
The Water Bureau was once a social fire protection organization set up by the town of Yangliuqing in Tianjin two hundred years ago. The Yongle Year of the Ming Dynasty, after the opening of the Grand Canal, Yang Liuqing became a distribution center for cargo transportation between North and South China. Various shops, warehouses, hotels, and restaurants lined up and connected to each other, forming three long streets of the north and south of each river, 1.5 kilometers long. At that time, Yang Liuqing’s houses were all brick and wood reeds, and firewood was used for heating and cooking. Oil lamps and candles were used for lighting at night and it was prone to fire. Often an inadvertently burned four neighbourhoods, ravaged multiple homes, and even had a slang term of “fire protection at all times, night and night”.
