资源的有效配置是经济发展的基本要求。发展中经济为了摆脱贫穷状态,就必须一方面使资源自由流动,以为发掘潜在资源提供有利环境,另一方面提高资源使用效益,以为发掘潜在资源提供物质基础,但这二者的前提却是市场机制的发达。由此,发展中经济陷入矛盾之中:企图尽快发展市场经济,却受到市场机制不发达的限制。为解决这一矛盾,发展中经济试图通过经济发展战略在市场经济框架中,影响市场力量,左右资源配置。经济发展战略成为资源配置的手段。作者认为,经济发展战略是通过影响价格而对资源配置起作用的,进而分析了不同的经济发展战略对价格的影响过程及其利弊,并通过发展战略与其政策本身的矛盾性,揭示了经济发展战略的作用的局限性。
