法库、康平划归沈阳，使沈阳市林业用地净增１．０５倍，但沈阳仍属少林市区之一。沈阳市林地现状基本情况是：林地资源总量不足，人均占有量更微；资源结构不合理，极大影响林地生产力；开发利用不充分，呈“三少、一低、一不显、一大”特点（即国有林、优质树种、经济林少，林地生产力低，综合效益不明显，开发潜力大）。主要思考是：加速绿化进程；调整树种、林种结构；林在牧结合，立体布局，充分利用自然力，挖掘地力。
