乡(镇、街道、企业)武装部是我国国防体制基层政权的组成部分,是加强国防后备力量建设和实施战争动员的组织基础。结合实际,我们对当前基层武装部建设进行了调研,针对存在的问题思考了一些管用对策。一、基层武装部存在的问题我区是一个人口少、面积小的城区,也是以城市民兵和国有(民营)企业民兵为主体的新型工业区。辖区建有一、二级武装部40余个,配有专武干部90余人。通过调研,共发现五类普遍性的问题。
The armed forces (towns, streets and enterprises) are part of the grass-roots political power in China’s national defense system. They are the organizational foundation for strengthening the building of national defense reserve forces and mobilizing the people for the implementation of the war. Based on the actual situation, we conducted a survey on the current construction of the armed forces at the grassroots level and considered some practical solutions to the existing problems. I. Problems Existing in the Armed Forces in the Grass-roots Units My district is a metropolitan area with a small population and a small area. It is also a new industrial zone mainly composed of urban militias and state-owned (private) enterprise militias. Area has built one or two armed forces more than 40, with more than 90 martial arts cadres. Through research, we found a total of five kinds of universal problems.
