户籍改革势在必行,今年召开的十二届五中全会中不少提案都以户籍制度的改革为焦点。本文在分析了户籍制度背后隐藏的不公平之后认为,取消户籍制度不能彻底消除社会,并分析了无效户籍制度不能消除社会公平的原因,最后,文章提出了深化改革户籍制度的措施,即:第一,发展经济,实现社会福利和社会保障的公平化。第二,建立健全人口信息管理系统。第三,强化公民身份证制度,逐渐弱化户籍在城乡的不公平影响。
Household registration reform is imperative. Many of the proposals put forward at the Fifth Plenary Session of the 12th Central Committee this year have focused on the reform of the household registration system. After analyzing the hidden unfairness behind the household registration system, this paper argues that the cancellation of the household registration system can not completely eliminate the society and analyzes the reason why the invalid household registration system can not eliminate social equity. Finally, the article puts forward some measures to deepen the reform of the household registration system: First, develop the economy and realize the fairness of social welfare and social security. Second, establish and improve the population information management system. Third, to strengthen the system of citizen ID cards and gradually weaken the unfair impact of household registration in urban and rural areas.
