经过二十年改革,我国过去那种农业基础薄弱,农、轻、重工业比例严重失衡的产业结构有了较大改变。特别是90年代以来,通过优先发展轻工业,扩大高档耐用消费品进口,加强基础产业、基础设施建设,着力发展第三产业,产业结构日趋协调。但想迅速顺利地实现进一步优化和产业升级,则需着力解决当前所面临的一些新老问题。国家统计局近期的一份报告显示,与80年代初期时相比,中国的三次产业结构变化明显,且基本符合世界范围内的产业结构演变规律,即第一产业比重下降,第二、第三产业比重上升。就三次产业增加
