我国行政诉讼法第51条的规定存在诸多难以解释清楚的问题,在分析被告改变原行政行为利弊的基础上对其进行修正。
Article 51 of the Administrative Procedure Law of our country contains many problems that are difficult to be explained clearly and it is amended on the basis of analyzing the advantages and disadvantages of the defendant changing the original administrative act.
