九曲黄河，奔流万里，以甘甜的黄河水哺育滋润了沿途的万生之后，临将消失于大海之际仍不忘留下一样珍贵的礼物，这就是近6000平方公里的黄河三角洲。
黄河三角洲是丰腴的。这里有丰富而珍贵的石油、天然气、卤水、地热等资源，有80多万公顷的土地，有55万多公顷待开发的荒滩地，有15万多公顷的中国暖温带最完整、最广阔、最年轻的湿地系统。……
在这块土地上，人们开采地下的资源，耕种宽广的土地，享受生态自然的生活环境，开发建设的脚步从未停止过。伴随着中国改革开放的不断深入，凝视着南方珠江三角洲、长江三角洲经济区的相继崛起，黄河三角洲在艳羡，在着急，在暗暗地积聚力量，它也盼望着能快快成长为中国北方的经济强区。因为，这个中国最后一个大河三角洲有沿海的区位优势，有广阔的发展腹地，有丰富的自然资源和人力资源，有适宜发展的独特优势。惟一缺少的，是大发展的政策和机遇。
如今，这个希望，正在逐步变为现实。国家把黄河三角洲列入重点推进的环渤海经济圈的重要一员，山东省着力扶持的“北翼”大部分属于黄河三角洲的范围。继出台了《黄河三角洲高效生态经济区发展规划》后，山东省又提出了将黄河三角洲地区列为国家级综合改革试点区的申请。从中央到地方，加快黄河三角洲发展的声音和动作一致提高，各类扶持政策措施迅速向黄河三角洲倾斜。
黄三角，正在中国继续扩大改革开放的氛围中全力奋起。
The Last Delta in China Is Rising
There are rich and rare resources such as petroleum, natural gas, brine, and geo-thermal heat in the Yellow River Delta, which contains over 800,000 hectares of land, more than 550,000 hectares of undeveloped desolate beaches, and more than 150,000 hectares of the most complete, most extensive, and the youngest wetland system of the warm temperate zone of China.
With the Reform and Opening Up, the Pearl River Delta and the Yangtze River Delta in South China have been rapidly developed. The Yellow River Delta is also hoped to be the powerful economic area of North China. Because this is the last large delta which has the unique advantages of good location, wide land, and rich resources both natural and human. The only thing needed is the policies and the opportunities.
Nowadays, this hope is gradually becoming the truth. China listed the Yellow River Delta as one of the important parts of the development of the economic zone along the Bohai Sea. Subsequently, Shandong issued the Development Plan of an Efficient Ecological Economic Area of the Yellow River Delta and applied for listing the Yellow River Delta as part of the application of National Comprehensive Reform Test Areas.
The Yellow River Delta is rising in the atmosphere of the Reform and Opening Up in China.
