全国首个地方立法的《杭州市企业工资集体协商条例》(以下简称《条例》)今年5月1日正式施行,其中规定企业拒绝工资集体协商最高罚款3万元。《条例》规定工资集体协商的内容包括:劳动定额与计件单价、工资分配制度、工资支付办法、各岗位职工年度平均工资水平及调整幅度、试用期及病假事假期间的工资待遇、加班加点的工资及津贴补贴标准、奖金分配办法等。《条例》规定,工资集体协商的任何一方,均可以用书面形式向对方提出开展工资集体协商的要约。另一方不得拒绝,并应当自收到要约书之日起10个
