In the spring of 1953, Zhejiang Academy of Agricultural Sciences deployed more than 20 cadres, including agronomists, soil fertilizers and plant protection, to form two comprehensive working groups focusing on the investigation of rice production in rural areas of Jiaxing and Jinhua counties working. Jiaxing Working Group to investigate the late rice production as the central task; set the work base in Jiaxing County, Wangjiangjing District Lotus Township and Tonghui District Shuangqiao Jiaxing County farm. Jinhua Working Group to investigate and study early rice as the central task; set a working base in Jinhua County Xianqiao Qiaotang Township, Tongya District, Double Rock Township
