刺史制度是汉武帝在秦御史监郡和汉初丞相史出刺基础上的独创,是君主专制主义中央集权的产物。东汉后期刺史制度伴随着政治格局的变化而发生嬗变。通过分析其时徐州刺史的籍贯、任职时间、来源及在职事迹,验证了两汉州刺史部由监察区逐渐向行政区的转化过程。
