位于广东省西北部的某小型水电站由当地政府和香港某电力企业共同投资建设,双方各出资50%作为工程建设资金,建成后对获得的收益也拥有相同股份,因此其建设期的管理模式和投资控制体系与国际工程和国内工程相比有其独特之处。以合资方式对整个流域进行开发,建设水利水电工程尚属首例,为合理利用外资开辟了一条新途径。
