近来,河北、河南、云南、四川等省地质局的一些地质队在普查勘探工作中,开始試行亦工亦农的輪换工、临时工和包工的劳动制度。本刊这一期发表了两篇材料,介紹他們的作法。地质工作者都知道:在野外工作中的許多工种,需要有强壮的劳动力从事繁重体力劳动,其中还有部分人員工作时間过长,容易患职业病;地质队因受自然条件的限制,一年只能在野外工作八九个月,而且在山区农村,經常搬家,不便携带家眷。如何組織野外的队伍,采用什么样的办法才能既适应工作的这些特点,又符合勤俭办地质事业的原则?这是需要我們研究和摸索的問題。河北省第二地质大队和豫十一队的材料虽然是一个初步介紹,但是从中可以看到:地质队实行輪換工、临时工和包工的亦工亦农劳动制度,第一、有利于逐步消灭城乡差別,工农差别;第二、可以得到强壮劳动力源源不断的补充;第三、能够更好地防止职业病害的发生;第四、可以减少和避免劳动力的浪費;第五、固定工减少,便于調动轉移……。总之,实行这种劳动制度好处很多,有利于更好地貫彻执行勤俭办地质事业的方針。从这两份材料中,同时还可以看到,亦工亦农劳动制度,在地质队还刚刚試行,是一項新的工作。同时在实行的过程中,有不少的問題还涉及到国家、集体和个人的关系,政策性較强。如何正确处理,还缺乏經驗。我們希望各地质局、队,根据各自的具体情况,有計划地試行,認真研究和总結經驗,以便更好地推行。

This is a problem that requires us to study and explore. Although the materials of the Hebei Provincial Second Geological Brigade and the Yuzhou Eleventh Team are preliminary introductions, they can be seen from the following: The geological team implements rotation labor, temporary labor, and contracting work. The difference between urban and rural areas, the difference between workers and peasants; Second, can be a steady stream of strong labor to complement; Third, to better prevent the occurrence of occupational diseases; Fourth, can reduce and avoid the waste of the labor force; Fifth, reduce the number of fixed workers, easy Mobility transfer... In short, the implementation of this kind of labor system has many advantages and it is conducive to better implement the principle of diligently conducting geological projects. From these two materials, it can also be seen that the labor and farming labor system has just been tried out in the geological team and is a new job. At the same time, in the process of implementation, there are many problems involving the relationship between the state, the collective and the individual, and the policy is strong. How to deal with it correctly still lacks experience. We hope that all geology bureaus and teams will, on the basis of their specific circumstances, conduct trials in a planned manner and earnestly study and sum up experiences in order to better implement them.
