为进一步转变人事部门的职能,改进工作作风,提高工作效率,为振兴吉林老工业基地提供宽松的政策环境和有力的人事人才支撑,现提出如下政策和措施: 1.建立人才流动绿色通道。对我省重点企业和重大项目从外地引进急需的人才,在办理调动手续时,不受职称、学历和人员地区流向等因素的限制,及时为其办理;对不能提供人事关系和档案的,由省内各级人才交流服务中心进行人事代理,并为其建立个人档案。
