广播式自动相关监视ADS-B是国际民航组织推荐的CNS/ATM系统中进行空管监视的重要手段。在我国使用ADS-B提供ADS-B管制服务也是新一代交通运输系统发展的必然趋势。论证提供管制间隔的安全性是实施ADS-B管制服务必需的前提。根据国际民航组织(ICAO)DOC9689-AN/953《确定最小间隔标准的空域规划方法手册》,应用与基准系统比较的方法,获得二次雷达的关键性指标的临界值,通过CAP模型进行评估论证,证明了使用ADS-B在终端区实施3海里的间隔标准能够达到ICAO提出的安全标准。
