行政伦理妥协是公共行政领域一种特殊的价值抉择活动,表现为择小善弃大善,甚至趋恶避善。考察行政伦理妥协的生成机理,弄清行政伦理妥协赖以存在的条件,是超越伦理妥协的前提,更是对行政伦理妥协进行合法性辩护的理据。由于行政环境的复杂性,使得特定情境中行政人员在追求更高层次价值之时,难以直接实现而只能采取迂回策略。在复杂的环境中,选择迂回策略而不是借此谋私或推责,关键在于行政人员主动以道德自主性加强自我规范,在行政活动中对行政价值目标实现的困难有充分的心理准备,同时坚定实现行政目标的意志,谨慎开展伦理妥协行动并配合适时的心态调试,确保将行政伦理妥协限制在合理的范围内。
