美国的战略石油储备由美国政府授权能源部管理。通过三个办公室具体管理五个储备基地和一个中转基地。重要政策和决策由总统决定，相关法律由国会通过。
The U.S. strategic oil reserve is authorized by the U.S. government under the authority of the Department of Energy. Specific management of five reserve bases and one transit base through three offices. The important policies and decisions are decided by the president, and the relevant laws are passed by the parliament.
