本研究从量化角度出发,针对公共文化服务体系构建一套绩效评估方法,用科学的计量手段进行指标的定位及筛选,通过对全国省域截面数据分析,获得上海公共文化绩效水平的区域定位,从而指出上海公共文化服务的问题所在。公共文化服务指标体系设计研究中利用隶属度分析法、相关系数法、差变系数法、层次分析法、主成分分析法进行指标筛选及评估,尽可能客观全面地设计出合理的指标体系并进行量化分析。以全国省级层面的公共文化服务绩效测评结果为依据,获得上海在全国的公共文化服务发展水平并进行比较。最后分析了上海公共文化服务水平在国际上的差距及潜力并给出政策建议。
Based on quantitative analysis, this study constructs a set of performance evaluation methods for public cultural service system, uses scientific measurement methods to locate and screen the indicators, and obtains the regional positioning of public cultural performance level in Shanghai through the analysis of the national cross-section data, Thus pointed out that the problem of Shanghai’s public cultural services. Public cultural service index system design and research using membership analysis, correlation coefficient method, differential coefficient method, analytic hierarchy process, principal component analysis index screening and evaluation, as objective and comprehensive design of a reasonable indicator system and carried out Quantitative Analysis. Based on the result of public cultural service performance measurement at provincial level, the paper obtains the level of development of public cultural services in Shanghai and compares them. Finally, it analyzes the international disparity and potential of public cultural service in Shanghai and gives policy recommendations.
