I.Domestic New Situation of Environmental ProtectionAfter reform and opening-up,economic development is the first priority in China and environmental protection takes a back seat.In the 21st century,the environmental problems such as acid rain,sand storm and deterioration of water quality in rivers,lakes,etc.frequently arise.On December 3,2005,Decision on Implementing Scientific Concept of Development and Strengthening Environmental Protection by the State Council was issued,China transferred from emphasizing economic growth and neglecting environmental protection into emphasizing both economic growth and environmental protection,which is an important milestone in Chinas history of environmental protection.
