中国经济的迅速腾飞,一方面取得了很大的成就,一方面也积累了大量的社会矛盾。为了化解这些矛盾,实现中国在稳定和谐中持续发展,必须进行社会管理体制改革,加强非营利组织的作用,使社会承担更多的责任,减轻政府的压力,提高公民对于公共事务的参与度。目前,中国现行的非营利组织法律制度在审批上过于严苛而又监管缺位,同时缺乏足够的税收激励制度和人力资源保障制度,这样的法律制度缺陷成为了中国非营利组织的发展瓶颈。针对这些问题,要削弱控管制度加强监管制度,增加财政激励保障人力资源,以此为目标完善非营利组织的法律制度,促进社会的和谐发展。
The rapid take-off of China’s economy has, on the one hand, made great achievements. On the other hand, it has also accumulated a great deal of social conflicts. In order to resolve these contradictions and achieve sustainable development in a stable and harmonious China, we must reform the social management system, strengthen the role of non-profit organizations, make the society take more responsibilities, reduce government pressure and increase citizens’ participation in public affairs. At present, the legal system of non-profit organizations in China is too harsh in examination and approval and lack of supervision. At the same time, there is not enough tax incentive system and human resource guarantee system, which has become the bottleneck of the development of non-profit organizations in China. In response to these problems, we must weaken the regulatory control system to strengthen the regulatory system and increase financial incentives to ensure human resources, as a goal to improve the legal system of non-profit organizations and promote social harmony.
