网运分离模式下,德国联邦铁路公司(DB)基于市场化定价方法,构建了路网使用费定价体系(TPS)和客运站使用费定价体系(SPS)。该体系一方面基于资产等级划分和相应的差异化调整因素,实现了价格体系的相对稳定性和市场适应性;另一方面引入必要的激励约束机制,引导运输企业遵守路网秩序、降低环境污染,同时提高DB公司路网效率和可持续发展水平。该定价体系为铁路基础设施使用费定价提供了有益的借鉴。
Under the mode of network transportation and separation, Deutsche Bundesbank (DB) constructed the pricing system of road network toll fee (TPS) and terminal toll fee (SPS) based on the market pricing method. On the one hand, the system realizes the relative stability and market adaptability of the price system based on the classification of assets and the corresponding adjustment of differentiation. The pricing system provides a useful reference for the pricing of railway infrastructure royalty.
