【案情】2013年3月,蛟河市工商局接到群众举报,反映蛟河市多家银行在办理房屋抵押贷款中,将自己应当承担的《房屋他项权证》72元/件或425/件办证费用以格式合同约定的方式强行转嫁给借款人(消费者)承担。接到举报后,蛟河市工商局利用10天时间在贷款抵押群体、房地产开发企业开展调查,共走访调查贷款人106人,调取书证30余份。在调取相关证据的基础上,对涉及的相关法律法规进行了梳理。查阅了建设部《城市房地产抵押管理办法》,确定了房管部门办理《房屋他项
