中央广播电视大学创办十年来,已开设各科课程数百门,不知是谁编写了第一本“课程学习指导书”,十年来这种“指导书”的编写模式已经有意识或无意识地形成了一个编写“规范”,它的最主要的内容就是各章的教学目的和要求加上各章教学内容的纲要。毫无疑问,这种教学大纲式的“指导书”对电大学员的自学和辅导老师的辅导是起了一定作用的,但毋庸讳言,这样的“指导书”对整个教学系统却没有起到多少有效的指导规范作用。电大教育的有识之士已经运用系统论的观点论述过从整体上设计一门课程的必要性,我认为还应该更进一步,即把某一门课的总体设计方案在我们现在所注重的规范化上再加上清晰透明度和更广泛、更具体的
