1992年春,新任山西省监狱管理局局长、党组书记孙秉晨同志,在走遍了全省各个监狱、会过“各路诸候”之后,心情久久不能平静。一方面,他耳濡目染一批年届花甲的老干警在“献了青春献子孙”之后,仍然战斗在改造罪犯的第一线上;另一方面,一个不容忽视的现实又使他深为忧虑:当时各监狱的领导班子平均年龄已达52岁,50岁以上的有105名,占到了70%,而45岁以下的仅有12名,只占7.8%。如此下去,几年之后,各监狱的领导班子将会出现“断层”。
