1999年5月10日上午9:33分我国用长征4B 运载火箭成功地发射了风云一号系列的第三颗极转气象卫星FY—1C,轨道高度863公里,轨道倾角98.8°,降交点地方时08:33,轨道周期102.3分钟,卫星每天绕地14圈。我国自70年代中期开始风云一号系列极轨气象卫星的研制,用于获取全球的可见及红外景象资料,于1988年发射了该系列的第一颗卫星 FY—1A,1990年发射了FY—1B,均获得成功。80年代起开始静止气象卫星的研制,于1997年6月10日首次发射,定点在105°E赤道上空,对亚洲及西太平洋至东印度洋之间广大地区的云及地表景象进行近于连续的观测。目前中国是世界上除美国、俄罗斯以外第三个同时拥有极轨和静止气象卫星的国家。FY—1C 是一颗带有固定翼太阳电池板的卫星,翼展10.5米,太阳电池阵面积9.58平方米,采用三轴稳定对地定向飞行姿态,卫星的主要载荷有:10波段扫描辐射计,空间粒子成份监测器,固态存贮器及数据传送发射机,卫星平均功耗275W,总重量953公斤。
